Head of Strategy Development Department at the Energy Market Regulatory Authority of Turkey (EMRA)
and Chairwoman of the Institutional Working group, Mediterranean Energy Regulators (MEDREG)
Gulefsan Demirbas had her B.S. degree in 1995 and later M.Sc. degree in 1998 in Environmental Engineering from the Middle East Technical University of Ankara, Turkey. She worked as a research assistant in Middle East Technical University during her M.Sc. studies.
She started her career as an expert in the Privatization Administration (PA) in 1998. She was appointed as project leader in PA in 2003, and worked on privatization of Eregli Demir ve Celik Fabrikalari A.S. – Erdemir (iron and steel conglomerate of Turkey); Turkiye Denizcilik İsletmeleri A.S. (Turkish Ports and Maritime Lines); ports of Turkiye Cumhuriyeti Devlet Demiryollari A.S. – TCDD (Turkish Railways); Eti Bakir and Cayeli Bakir (copper production companies). During her work in PA she served as member of board or auditor of aforementioned companies.
She moved to the Energy Market Regulatory Authority in 2008, and served as advisor to the President till she was appointed as Strategy Development Department Head in 2009. She is still heading the Strategy Development Department.
Gulefsan Demirbas is author or co-authors of several papers on environmental engineering and, energy and climate policy. Meanwhile, she served as the executive director of the 6th World Forum on Energy Regulation. She is chairing Institutional Working Group of Mediterranean Energy Regulators Association (MEDREG), co-chairing the Sustainability Virtual Working Group and is member of Women in Energy Steering Group of International Confederation of Energy Regulators (ICER).
