President, Regulatory Commission for Electricity and Water (CREE), Mali and also President of African Forum for Utility Regulators (AFUR)
Mr. Moctar TOURE, Power Engineer and Economist, currently President of CREE, Mali’s Regulatory Commission for Electricity and Water utilities, and founding member and President of AFUR (African Forum for Utility Regulators) since July 2015. He holds a Master in Power Engineering at SUPELEC in France (79) and a Master in Energy Systems Economy at Paris IX Dauphine University (1984). In 1996, he graduated from Harvard University (HKS) with a Master of Public Administration and Management.
In 1985, He started his brilliant career as a Project Director with EDM (the main electricity and water utilities company in Mali) then was promoted as Chief Executive Officer in 1991 of the same company. He successfully contributed to develop and coordinate implementation of Mali’s Power sector restructuring programs, including capacity building plan, private sector participation mechanisms (management contract of EDM), which required wholesale reform of the country power and water sector regulatory and legal framework. From 1997 to 2000, he was an Advisor for the Ministry of Mine and Energy and the Ministry of Telecommunication of Mali, where he led a wide range of Energy and others infrastructures (Telecommunication) development strategies. From 2000 to 2002, he was also an advisor to the Prime Minister office in charge of Regional infrastructures programs (in Energy, Telecommunication, and Transport) before joining the Regulatory Commission.
